Zhuzhou City is located in the southeastern part of Hunan Province and neighbors Changsha, the provincial capital to the north. The Beijing-Guangzhou and Shanghai-Kunming railways intersect here. Xiawan Port, which is 4.06 kilometers in length, flows through Qingshuitang District, and merges into Xiangjiang River 100 meters downstream of the gravel wharf of Jianshe Village, Qingshui Township.

Since the 1950s, the industrial wastewater of Xiawan Port has been colorful, flowing continuously to the Xiangjiang River. Sometimes it is muddy like milk and emits a pungent odor. It has been satirized as "Colorful Port" and "Milk Port". Due to excessive emissions and other reasons, after years of accumulation and precipitation, the heavy metals such as mercury, cadmium, lead, and arsenic in the sediments of Xiawan Port have seriously exceeded the national soil pollution standards.
